Love this: I think it is fair to say most foreign tourists travel somewhere because they have an interest in the place. So, why is it so difficult for countries to see the benefits of building on this interest?

Long given up on tourists wearing helmets. I Remember seeing in Bajawa western mum and dad on bike wearing helmets and their two little kids perched (asian style) on the front of the bike neither with helmets. presumably mum and dad felt the kids were easily replaceable
